Oyo Assembly Service Commission Drives Legislative Growth

The Oyo State House of Assembly Service Commission has completed a comprehensive three-day workshop targeting career officers across Grade Level 07 and above. Designed to reshape operational standards within the Legislative Service, the intensive session pushed staff to upgrade their daily skills and build long-term institutional capacity. Participants gathered at the Lagos Hall, Ibadan Business School, Bodija, Ibadan, under the main event theme, “Enhancing Capacity for Effective Legislative Service.”

The opening two days targeted middle-management personnel from grade levels 07 to 12. The final day concentrated exclusively on senior executives and top management cadre staff.

Deputy Speaker Hon. Muhammad Abiodun Fadeyi formally opened the programme, representing the Speaker of the House, Rt. Hon. Adebo Ogundoyin.

Addressing delegates at the launch, Chairman of the Oyo State House of Assembly Service Commission, Hon. Femi Julius Okedoyin, stressed that targeted workforce training remains vital for public administration. He noted that the initiative builds the exact skills required to handle modern institutional demands.

An effective legislature depends not only on the quality of elected representatives, sound laws and institutional procedures, but also on the competence, professionalism and continuous development of the career officers who provide administrative, procedural, research, technical and institutional support to the House,” Okedoyin said.

Strengthening Executive Skills Across the Legislative Service

Okedoyin underlined the high expectations placed on senior administrative leaders. He argued that middle and top management must go beyond basic routines to guide the parliamentary system forward.

“Officers on the management and senior grade levels occupied positions of considerable responsibility, stressing that their duties went beyond the routine execution of assigned tasks,” he noted. “They are expected to provide leadership, exercise sound judgment, preserve institutional knowledge, mentor junior officers and contribute meaningfully to the attainment of the objectives of the Legislative Service.”

Continuous Capacity Building at the Oyo State House of Assembly

Staff expansion efforts remain a core goal for the current administration. According to the Service Commission, regular capacity-building programmes guarantee long-term performance gains across every legislative department.

The Chairman recalled that the board recently hosted a dedicated two-day training session for personnel in the Sergeant-at-Arms Department on Thursday, July 30 and Friday, July 31, 2026.

He explained that this latest session expanded its scope to tackle complex problems faced by senior administrative cadres.

Collaborative Leadership Drives Oyo State Progress

Closing his address, Hon. Okedoyin praised state leaders for supporting workforce development across the legislative branch.

He expressed appreciation to the Executive Governor of Oyo State, Engr. Seyi Makinde, for his continuous support for capacity building, staff development and institutional strengthening across the state.

He also appreciated the leadership of the Oyo State House of Assembly under the Speaker, Rt. Hon. Adebo Ogundoyin, for its continued support for initiatives aimed at strengthening the capacity of the Legislative Service.

Additionally, the Chairman commended technical partner Superurban Limited for collaborating with the Service Commission to deliver the exercise.

All four executive commissioners of the board attended the sessions: Hon. Moses Ojoawo (Commissioner I), Mr. Oladeji Olanrewaju (Commissioner II), Mr. Adekunle Alabanla (Commissioner III), and Hon. Bamidele Ojo (Commissioner IV).
