The Allied Peoples’ Movement (APM) in Oyo State has challenged Senator Sharafadeen Alli, the All Progressives Congress (APC) governorship candidate, to explain how he can criticise the Makinde administration while adopting its policies in his manifesto.
In a statement dated November 4, 2026, the APM Campaign Council said the Oyo AHEAD manifesto contains proposals already being implemented by Governor Seyi Makinde’s government. It added that Alli’s campaign had not explained what new change he was offering voters ahead of the Oyo governorship election 2027.
Oyo most liveable state: APM cites rankings
The party pointed to two assessments that it says contradict the APC’s portrayal of a failing state. The 2025 State Performance Index (pSPI) ranked Oyo the most liveable state in Nigeria. The Kimpact Development Initiative’s democratic performance index placed it first among the 36 states with a score of 70 per cent.
The APM said the rankings reflect indicators such as infrastructure, healthcare, education, security and citizen participation. It asked how Oyo could emerge as a benchmark if the administration had failed.
The pSPI measures perceived quality of life and relocation preferences. Other indices rank states differently, and Kimpact has said that no Nigerian state met its threshold for high democratic performance.
Oyo AHEAD manifesto: “familiar promises”, says APM
The statement was signed by Dr Sulaimon Olanrewaju, Co-Director of Media and Publicity of the Oyo State APM Campaign Council. It said the criticism was not that health, education, agriculture and economic growth are unimportant, but that the manifesto’s proposals are not original.
It cited the promise of a Primary Healthcare Centre in every ward, which it said mirrors the state’s one-PHC-per-ward initiative. “So far, Oyo AHEAD has fallen short in this regard,” the statement said. The APM urged residents to vote for its candidate, Bimbo Adekanmbi, to sustain what it called the gains of the current administration.
Makinde had earlier described the manifesto as a collection of recycled promises, after Alli presented it on Tuesday.
Alli’s campaign disputes the claim
The Sharafadeen Alli Campaign Organisation (SSACO) has rejected the copying allegation. In an earlier statement signed by its Director of Media and Publicity, Bisi Oladele, it called the claim a lie and accused Makinde and Adekanmbi of avoiding questions on local government funding, health facilities and education.
SSACO said Oyo’s 33 local governments have received about ₦873 billion from FAAC since 2019, with no council budget published online. It also said some general hospitals lack doctors and that about 674,000 children are out of school. These figures are SSACO’s own, and the APM has not publicly addressed them.
SSACO said Alli’s record as a council chairman, Secretary to the State Government, Chief of Staff and now senator sets him apart. “You cannot copy what you have lived,” the statement said.
Alli is the APC candidate, and Adekanmbi, a former Commissioner for Finance, is the APM candidate backed by Makinde. The election is scheduled for 2027.
