The Oyo State anti-grazing law was strictly observed during the seizure of 16 cattle in Ido, state enforcement authorities confirmed. The Oyo State Rule of Law Enforcement Authority (OYRLEA) responded to allegations broadcast by Agidigbo FM on Saturday, 25 July 2026.
The radio station accused officers of ethnic discrimination, extortion, and unlawful livestock impoundment during an operation in the Atowoda area of Ido Local Government Area.
Justice Aderonke Aderemi (Rtd.), Chairperson of OYRLEA, stated in a statement that the action taken on Friday, 12 June 2026, followed formal petitions from local farmers regarding widespread crop destruction. Investigations confirmed open grazing had occurred, supported by evidence gathered at the site.
The authority noted that all actions adhered to the Oyo State Open Rearing and Grazing Regulation Law, 2019, enacted under Governor Seyi Makinde.
Legality and Financial Settlements Under Oyo State Anti-Grazing Law
Under Section 16(1) of the legislation, initial violations carry a penalty of five years’ imprisonment, a fine of ₦500,000, or both. Subsequent offences attract up to 10 years’ imprisonment or a fine of ₦2,000,000. The legal framework mandates compensation for affected landholders based on formal property assessments conducted by the Ministry of Agriculture.
Rather than proceeding to trial, legal counsel representing the herders requested an out-of-court settlement.
Following the state agricultural assessment, the herders’ representative transferred ₦3,200,000 in official state fines alongside ₦4,000,000 in direct compensation to the affected farmer. OYRLEA confirmed all funds were deposited into designated government accounts, with official receipts issued. Field personnel are strictly prohibited from accepting cash or personal bank transfers.

OYRLEA criticised Agidigbo FM for broadcasting unverified claims without requesting an official response, calling the report a breach of professional standards.
“The broadcast of unverified allegations without first ascertaining the facts or seeking the Authority’s response is inconsistent with the ethics of responsible journalism. Such reporting has the potential to mislead the public and undermine confidence in a government institution,” the statement read.
Justice Aderemi stated the authority would enforce state regulations without partiality to protect agricultural assets and maintain regional stability. The agency confirmed ongoing operational ties with the Nigeria Police Force and the Oyo State Amotekun Corps to maintain public order across the state.
