Lawmakers gathered in Minna on Tuesday to overhaul Nigeria digital economy legislation, targeting critical tech growth barriers.

The two-day National Assembly Digital Policy Retreat brought federal politicians, technology leaders, and policy experts to Zuma Rock Resort.

Organisers structured the sessions to tackle major regulatory bottlenecks. Meta and the Advocacy for Policy and Innovation co-sponsored the high-level forum. Participants focused heavily on bridging the gap between fast-moving tech trends and slow legal processes.

Honourable Adedeji Dhikrullahi Stanley Olajide, Chairman of the House of Representatives committee on Digital, Information Technology and Cybersecurity, led the discussions.

Hon. Olajide stressed that current legal structures lag behind modern digital shifts. He pointed to artificial intelligence, cloud computing, and online commerce as key pressure points. Without swift legislative updates, Nigeria risks losing its competitive edge in regional markets. The federal government wants technology to drive broader national development goals.

Why Nigeria Needs Urgent Digital Law Reform

Digital transformation touches every single sector of modern Nigerian society. From banking apps to classroom portals, citizens rely on digital infrastructure daily. Yet, outdated laws create legal grey zones that frustrate local startup founders and foreign investors alike. When rules remain vague, compliance costs soar and venture capital flows elsewhere. At the same time, lax data privacy rules expose millions of internet users to financial fraud and identity theft.

Lawmakers face a delicate balancing act. They must draft rules that protect citizens without suffocating emerging digital enterprises. If the National Assembly gets this balance right, Nigeria can unlock billions in new technology investments. If they fail, the country risks economic stagnation in a rapidly digitising global economy. Public participation remains essential to this lawmaking process. Citizens deserve a voice in how their digital rights are governed.

African tech ecosystems attract billions in venture funding annually. Countries like Kenya and South Africa race to establish clear regulatory sandboxes. Nigeria must move faster to retain its position as a continental innovation hub. Global venture capitalists demand legal certainty before committing capital to emerging markets. Outdated telecommunications laws create friction that drives investors toward more agile jurisdictions. Legislators understand these high economic stakes. Building a modern digital economy requires continuous dialogue between state actors and technology firms. Civil society groups also play a vital role in safeguarding human rights online. Balancing national security concerns with freedom of expression remains a continuous challenge. Lawmakers hope the recent Minna retreat establishes a lasting blueprint for future regulatory bills. Public hearings on upcoming cyber-security amendments will test this collaborative spirit. Observers across the continent watch these legislative developments with intense interest. The outcome will shape Nigeria’s technological trajectory for the next decade.

Nigeria digital economy legislation: Lawmakers Prioritise Future-Ready Digital Frameworks

Delegates at the Minna retreat debated several core thematic areas. Discussions centred on balancing freedom of expression with platform accountability. Experts also analysed ethical governance frameworks for artificial intelligence. Protecting user data and privacy remained a top priority across all panel sessions.

Olajide outlined the core mission of the legislative assembly during his keynote address. He emphasised that ongoing reforms align directly with the national digital agenda. Addressing the assembled delegates, Olajide stated:

“The retreat is in line with the National Digital Agenda and reflects our determination as lawmakers to keep pace with the rapid evolution of technology. As legislators, we must ensure that our legal frameworks are dynamic enough to respond to emerging digital realities while creating opportunities for innovation, investment and inclusive economic growth,” he said.

This official stance signals a shift towards proactive policy-making. Industry stakeholders welcomed the collaborative approach taken by the committee. Analysts now look ahead to upcoming plenary sessions where these policy recommendations will face parliamentary votes. The ultimate success of these reforms depends on swift execution and consistent enforcement across all regulatory agencies.
