Bower’s Tower Redevelopment: Oyo State Unveils New Plan

The Bower’s Tower redevelopment project is officially underway, marking a bold new chapter for one of Nigeria’s most iconic heritage sites. In a major move to boost Oyo State tourism, the government has partnered with private investors to transform this historical landmark into a world-class destination. This ambitious initiative aims to revitalise local infrastructure while preserving the rich cultural legacy of Ibadan.

A Strategic Vision for Ibadan Historical Landmarks

The Oyo State Government recently formalised a concession deal with SystemSpecs Whatadeal Limited. This agreement focuses on the comprehensive rehabilitation of the tower, ensuring it meets modern tourism standards within the next 24 months.

Director-General of the Oyo State Investment and Public-Private Agency (OYSIPA), Mr Tilewa Folami, highlighted that this project is a core component of the administration’s wider economic strategy. By upgrading such a vital site, the state aims to drive sustainable financial growth.

“This concession will transform the facility into a modern, world-class destination. It is expected to create another attraction where residents and visitors from across Nigeria and beyond can come to see, enjoy and experience Oyo State,” Mr Folami stated during the signing ceremony at the Agodi Secretariat.

Leveraging Public-Private Partnerships for Growth

The agreement is structured to run for 15 years, with the concession period commencing only after the site is fully operational. This unique approach allows for a vital moratorium period, ensuring that the project remains commercially viable before the state begins tracking the deal’s lifespan.

Mr Folami emphasised that the arrangement includes a robust revenue-sharing model. This framework is designed to deliver consistent returns for the government while securing the long-term value of the landmark for future generations.

The Bower Tower redevelopment also sits within a broader development context. Under Governor ‘Seyi Makinde’s second-term agenda, the state has prioritised linking infrastructure projects to tangible economic progress. Recent milestones, such as the completion of the international runway in November 2025, signal that the state is ready to welcome global travellers.

Modernising Tourist Attractions in Oyo State

The project also addresses the accessibility of Ibadan historical landmarks. Beyond the tower itself, the government is actively improving road networks to ensure that tourists and investors can reach the site with ease.

Managing Director of SystemSpecs Whatadeal Limited, Obafela Bank-Olemoh, praised the government’s transparent, merit-based selection process. He noted that his firm is committed to unlocking the potential of these public assets through effective public-private partnerships.

“Bower’s Tower, long regarded as one of Ibadan’s most prominent historical landmarks, is expected to be transformed into a modern destination capable of attracting both domestic and international visitors,” Mr Bank-Olemoh remarked.

He added, “Upon completion, the upgraded facility is projected to increase tourism traffic, stimulate surrounding businesses, and generate employment opportunities, particularly for young people.”

Economic Impact and Future Outlook

The transformation of this site is expected to ripple through the local economy. By moving beyond traditional tourism and focusing on a modern hospitality experience, the state hopes to support local industries and create sustainable jobs.

This initiative complements ongoing efforts in the agribusiness sector, where the state is shifting its focus toward value addition rather than raw material exports. As road networks expand and connectivity improves, Oyo State is positioning itself as a premier destination for both leisure and investment. With the Bower’s Tower redevelopment now moving into its execution phase, the people of Ibadan can look forward to a revitalised space that celebrates the city’s past while embracing its future.
