Free University Education: 6 Countries With No Tuition Fees

The dream of securing a world-class education often arrives with a nightmare price tag. In 2026, with the rising costs of living and tuition hikes in the US and UK, many students are seeking a “Plan B.” The good news? Several countries still operate on the belief that higher education is a public good, not a business.

Here are six countries where you can earn a degree with zero tuition fees or at a cost so low it feels free.

1. Germany: The Global Leader in Free Degrees

Germany remains the top destination for free university education. Since 2014, public universities across almost all of Germany have charged no tuition fees for both domestic and international students.

The Cost: You only pay a “Semester Fee” of roughly €150 to €350. This isn’t tuition; it covers administrative costs and usually includes a “Semesterticket”—a pass for free public transport across the region.

The Catch: One state, Baden-Württemberg (home to cities like Stuttgart and Heidelberg), charges non-EU students about €1,500 per semester. Everywhere else is free.

2. Iceland: Affordable Academic Excellence

Iceland is one of the few places left where public universities do not charge tuition to anyone, regardless of where they are from.

The Cost: There is an annual registration fee of approximately ISK 75,000 (about $550).

The Requirement: While undergraduate degrees are mostly in Icelandic, there are a growing number of Master’s and PhD programmes taught entirely in English, particularly in renewable energy and earth sciences.

3. Brazil: Constitutional Rights to Learning

Brazil’s high-quality federal universities are free for all students—including foreigners—as mandated by the Brazilian Constitution.

The Catch: Most courses are taught in Portuguese. To get in, international students often apply through the PEC-G programme, which includes a year of language training.

The Bonus: The cost of living in many Brazilian cities is much lower than in Europe or North America, making your total budget very manageable.

4. Czech Republic: Language is the Key

In the Czech Republic, higher education at public institutions is free for all nationalities, provided you study in the Czech language.

The Strategy: Many students move to Prague or Brno for a “Foundation Year” to learn the language. Once they hit a B2 proficiency level, they can enrol in any public degree program for $0 tuition.

English Programmes: If you insist on studying in English, international student fees are still very low, averaging around $4,000 per year.

5. France: Subsidised Excellence

While France recently introduced “differentiated fees” for non-EU students, the government still pays about two-thirds of the actual cost of your education.

The Cost: At public universities, EU students pay just €170–€243 per year. For non-EU students, the cost is around €2,770 for a Bachelor’s and €3,770 for a Master’s.

The PhD Exception: Doctorate (PhD) programmes remain nearly free for everyone, costing only about €380 per year.

6. Norway: The Professional Student Path

Norway recently introduced tuition fees for most non-EU international students. However, it stays on this list because of its PhD programmes.

The Benefit: In Norway, PhD candidates are often treated as employees rather than students. This means you don’t pay tuition; instead, you receive a salary, pension contributions, and full benefits while you earn your degree.

EU Students: If you hold a passport from an EU/EEA country, Norway remains completely tuition-free at all levels.

“Free tuition” doesn’t mean “free life.” Even if the school costs nothing, you must still prove you have the funds to cover your rent, food, and insurance to get a student visa.
