VLADIMIR Putin cited Russian navy success in Syria as his purpose for scaling again his forces there. But his perception that the intervention delivered him a seat on the high desk of world affairs is extra more likely to have tipped his hand.

Russia’s Syria operation, launched on Sept. 30 final 12 months, made navy, diplomatic and home political sense for the Kremlin which was eager to shore up its closest Middle East ally and defend its solely naval facility on the Mediterranean. It has largely achieved each goal.
